Preventive strengthening
reduces vulnerability to
typhoons and floods

Since 1999 DW has implemented a programme for the preventive strengthening of
existing houses in central Viet Nam. Roughly 70% of rural housing has been rebuilt
by families since 1985, but the quality is poor and the result unable to resist
the effects of storms and floods. DW helps families strengthen their existing
home, at an average extra cost of 20% of the total value of their house. DW
subsidises this up to 50%, the remaining costs are covered by family contributions.

Who Participates in it?
The project works with poor and vulnerable families; it favours households lead by women

Animating it
Concerts and other events make people aware of the prevention message. Every form of media and handout are used to get the message across.

The project assess existing homes and public buildings, and works with families to show how their homes can be strengthened.

The project develops Commune Damage Prevention Committees to manage activities now and in the future.

Credit
DW contributes slightly less than 50% of the costs of strengthening individual houses; the rest is contributed by the family, who may also borrow. In a trial programme in the 2001 – 2003, families were diligent in repaying credit for strengthening provided by DW
